Lord James O’Shaughnessy

Biography

Lord James O’Shaughnessy is Senior Partner and co-founder at Newmarket Strategy, a leading independent health and life sciences consultancy. Newmarket provides advisory support to the world’s most innovative life sciences companies, covering market access, HEOR, policy and strategy.

James’ career has encompassed several senior policy positions in the UK Government, including the Prime Minister’s Director of Policy and as a Minister at the Department of Health & Social Care with responsibility for innovation, research and life sciences. He was appointed as a member of the House of Lords in 2015.

Prior to his involvement in the health and life science sector, James was a prominent member of the English school reform movement. In opposition and government he made significant contributions to its policy design and implementation, as well as establishing two Floreat Education primary academies that combine academic excellence with the development of character virtues.

James is Chair of Cambridge University Health Partners, Visiting Professor at the Institute for Global Health Innovation at Imperial College, Trustee at Health Data Research UK, Non-Executive Director of Albion Enterprise VCT, and Patron of the Tessa Jowell Brain Cancer Mission. He carried out a landmark review of commercial clinical trials for the UK government in 2023.
