Peter Hourston is an Affiliated Researcher at the Bennett School of Public Policy and, from October 2026, a Bye-Fellow of Fitzwilliam College. He works with the School’s director Prof. Mike Kenny on issues including fiscal devolution, regional policy, intergovernmental relations and the future of the UK constitution.
Peter is an experienced policy researcher and previously worked at Prosper, a cross-sector membership alliance that aims to strengthen Scotland’s economy, and the Institute for Government, writing reports on international trade in services, regional devolution, innovation and fiscal policy. He also worked in the Institute’s communications and events team and has experience in the private sector. Peter has written for publications including The Herald, The Scotsman and The Business, a quarterly magazine published through the Sunday Times in Scotland.
Peter is an alumni of the Cambridge MPhil in Politics and International Studies where he graduated with distinction and conducted research on democratic politics and civil society engagement in policymaking. His undergraduate studies were at the University of St. Andrews where he graduated with a first class MA (Hons) in Economics and International Relations.
