This research examines why countries differ in how they develop and implement AI governance, and what explains the spread, substance and ambition of AI policies around the world.
Artificial intelligence has rapidly become a major focus of government policy, but countries differ considerably in when they respond, the approaches they adopt, and how far they translate broad ambitions into substantive action. This research examines the politics of AI governance from a comparative perspective, exploring how AI policies spread across countries, and how the characteristics of both the policies themselves and the countries adopting them shape this diffusion process. It also considers why governments differ in the extent to which they make concrete commitments to governing AI, moving from broad strategies and principles towards more specific arrangements for regulation, implementation, and oversight. More broadly, the research seeks to understand how governments respond to rapid technological change and what explains variation in the development and substance of AI governance across countries.
